A needs assessment is the first step in planning a successful GIS program. This survey uncovers the “work flow” of a community and documents the data input and output that are required for successful completion of tasks. A task may be tracking an application through initial submittal to issuance of building permits. The assessment determines what information is requested multiple times throughout the process, and which information relies on spatial information (i.e. maps,) for notifications or land analysis. Upon completion of the needs assessment process, a final report is delivered that contains meeting results, flow diagrams showing the life-cycle of agency tasks, and a prioritization of the “needs” of the organization. We believe that GIS is the focal point to link a variety of previously unrelated database and document tracking programs, and we assist our clients to both plan and realize the benefit of its implementation.

Based on our understanding of the methodologies and production processes used to develop spatial data, Civil Solutions can work with your community to develop a comprehensive specification document for your mapping program. Whether your request is for aerial mapping (i.e. orthophotography, planimetrics), or for digital tax mapping, our firm has the experience to create the document used to ensure that you are delivered a high quality product. We also maintain staff expertise (i.e. certified photogrammetrist) to aid in the quality control/assurance review of the products delivered to complete the acceptance process.

The GIS consulting services offered by Civil Solutions extends from initial planning through development, implementation, maintenance, and system evolution. Based on the information and priorities established during a needs assessment, the next logical step for a community is to develop and move forward with an implementation plan. This plan builds upon the needs assessment to determine related costs and timelines to implement a successful GIS program. This plan is designed specifically to meet the clients immediate needs, taking into account budgetary constraints. Typically, a five (5) year implementation strategy is developed which establishes and prioritizes, GIS data development, hardware and software upgrades / purchases, and training. In most cases, the first year of the implementation plan describes the method to jumpstart GIS education and general use.
