ezm4 Cloud - Civil Solutions

Civil Solutions developed a customized tax data – parcel integration program called the ezM4 Conversion Utility. Dating back to 1995, Civil Solutions quickly realized that by integrating the tax assessment records held in MOD IV format with GIS parcel derived from the tax map, you can perform a detailed quality control of the tax map and tax data. Further, the integration of the two data sets power over 80% of typical state and local government GIS functions.

Since that start, we extended the vision of the ezM4 Conversion Utility, continuing its development. Today, numerous municipal and county clients benefit from the ezM4 Conversion Utility as a server-side application called ezM4Cloud that initiates a data refresh on a scheduler to ensure that our clients are integrating the most current MOD IV data into their workflows.

Our ezM4Cloud is a “black box” application that we configure to each client and run cyclically (daily, weekly, monthly, yearly) to support the particular needs of each project. We currently are running the ezM4Cloud on our production servers to support the processing of over 750,000 records per week.

Our ezM4Cloud is more than a linking application. It filters the input tax records to remove bad data, it expands additional lots into individual records, it interprets abbreviations (e.g., lot 1-15) to create individual records, and it generates linking IDs.

In addition to the resulting data tables for integration with the GIS parcels, the ezM4Cloud produces reconciliation reports showing which parcels do not have a tax record or which tax records do not have a GIS parcel match. Our clients have found that the unreconciled items reports provide valuable insight into the data maintenance process.
